every sector to use, in developing a holistic framework for

We use the following definition for lifelong learning,
which is broad but not unbounded: Lifelong learning
is intended and planned learning, carried on more or less continuously over the
lifespan |

The cradle-to-grave span of this definition indicates
the scale of political and structural change required to provide for such
learning. The need for intention,
planning and overall continuity in lifelong learning means, for
people of any age, much more than a haphazard accumulation of casual
learning. |

Application to the whole lifespan is a major distinction
between this definition of lifelong learning and the partial, work-related
model currently favoured by governments around the world. |
